faridFarid Shukurlu, LL.M., is a RIEAS Non-Resident Fellow. He is an Azerbaijani international lawyer specializing in public international law, security doctrine, and foreign policy analysis. He holds an LL.M. in International Law (Conflict, Security and Human Rights) from the University of Hull, United Kingdom, and a Bachelor of Social Sciences, magna cum laude, in International Relations and European Politics from Masaryk University, Czech Republic. He also completed exchange studies at Eötvös Loránd University in Budapest, Hungary. His academic and professional work focuses on the intersection of international law, national security, and contemporary geopolitics.

His research interests center on the international legal framework governing the use of force, self-defense, collective security, and international humanitarian law. He has a particular interest in the strategic doctrines and foreign policies of Azerbaijan, Israel, the United States, the United Kingdom, and Hungary, as well as the broader security dynamics of the Middle East, Europe, and the South Caucasus. His work frequently examines how states navigate emerging security challenges while balancing legal obligations and strategic interests.

In addition to his legal scholarship, Shukurlu's research explores energy security, regional cooperation, deterrence theory, alliance politics, and great-power competition. He has written extensively on transatlantic relations, Middle Eastern security affairs, the Abraham Accords, and the evolving geopolitical environment surrounding the Black Sea and Caspian regions. His analyses seek to provide policy-relevant insights grounded in both legal reasoning and strategic assessment.

Shukurlu is the author of several publications and commentaries on international law, security, and foreign affairs. His recent works include "Azerbaijan's Active Non-Alignment: How Baku is Pivoting to Greater Power" (co-authored with Joseph Shumunov) in Baku Dialogues"Azerbaijan-Israel: A Model of Mutual Trust" in The Times of Israel; and "Hosting Antisemites on College Campuses Endangers Students" in Jewish News Syndicate (JNS). He has served as a Research Fellow at the Danube Institute in Budapest, Hungary, and as a CAMERA Fellow at the Committee for Accuracy in Middle East Reporting and Analysis (CAMERA). His work contributes to ongoing discussions on international security, regional stability, strategic partnerships, Azerbaijan-Israel relations, and the application of international law in an increasingly complex global environment.
