Admiral (ret) Ioannis Egolfopoulos served in the Greek Navy from 1971 until 2004. He received his Master of Science in Engineering and Weapons Engineering and Master of Science in Physics from the Naval Postgraduate School Monterey California (1982-1985).

Admiral (ret) Ioannis Egolfopoulos attended the International Relation and Analysis and International Services programs at the American University Washington DC (2005-2006). He is graduate of the Naval War College.

Admiral (ret) Ioannis Egolfopoulos served in Warships, Destroyers, Missile Boats and Frigates as a Staff Officer and Commander. He was Director for Operations at the Greek Fleet Commander Headquarters as well as Director for Force Structure and Operational Requirements at the Greek Navy General Staff.

Admiral (ret) Ioannis Egolfopoulos was Commander of the New Frigate ADRIAS from the Netherlands; Commander of Greek Navy Frigates Flotilla; Naval Attache at the Greek Embassy in Washington, D.C. USA.

 Admiral (ret) Ioannis Egolfopoulos retired in 2004 with the rank of Vice Admiral.

jsinghDr. Jay Singh is a Senior Advisor in the Research Institute for European and American Studies (RIEAS) and a career member of the Senior Foreign Service Officer, retired from the service in July 2025 and formed The Development Impact Global Group LLC. Since the formation of his company in July 2025 he jumped back into international affairs by supporting US companies to invest overseas as well as lead a successful relief mission to respond to Hurricane Melissa in Jamaica in 2025 that was recognized by the country’s leadership.

Dr. Singh has managed and led complex missions in Bosnia-Herzegovina, Mali, Afghanistan, Djibouti, South Sudan, Azerbaijan and Jamaica in diverse sectors including energy, agriculture, health, conflict and stability operations.  More recently, he served as one of the principals of a unique interagency effort related to protecting and securing supply chains for critical minerals, early pharmaceuticals, agricultural inputs, construction materials and computer chips that are crucial for US and allies’ security.  The initiative collaborated with Canada, UK, Australia, France, South Korea, Israel and India on securing these supply chains. 

 Prior to his last assignment as the USAID Country Representative to Jamaica he was the longest serving USAID/Azerbaijan Mission Director in Baku from July 2018 to July 2022. In Baku, in close collaboration with the U.S. Ambassador, he significantly enhanced an enduring partnership with Azerbaijan. He pioneered a unique private sector and diplomatic engagement to focus on expanding US-Azerbaijan trade ties, increasing agricultural output and trade, supporting market-based energy legislation while making women’s economic empowerment a key focus of the Mission’s work. 

Before arriving in Baku, he served in a senior leadership position as the Director of USAID’s Office of Development Cooperation in the Bureau of Policy, Planning and Learning (PPL/DC). He managed strategically important relationships with bilateral and multilateral development partners as well as managed USAID’s participation in high-profile international conferences including the United Nations General Assembly and World Bank annual meetings, and, conducted development dialogues with partners such as the United Kingdom, Japan, the European Union, and China as well as emerging donors to advance USG priorities. Jay oversaw Foreign Service Development Counselors at the OECD’s Development Assistance Committee (DAC), the European Union, the World Bank and in China and Japan. While serving in PPL/DC he co-authored the 2018-2022 State-USAID Joint Strategic Plan (JSP).

In August 2016, he returned from Bamako, Mali as the Acting USAID Mission Director where he also oversaw the Mission’s Countering Violent Extremism (CVE) portfolio.  Upon his return, he was assigned to the Center for Faith-Based and Community Initiatives (CFBCI) to be the acting Director during the political transition. The CFBCI is a White House priority and reports directly to the Administrator of USAID. He also served in Bosnia-Herzegovina as the Director of the Democracy Office and lead for CVE and counter-corruption. Preceding Sarajevo, he was the Development Counselor in Embassy Tokyo where he managed global cooperation and coordination between the U.S. and Japan in development and humanitarian assistance programs and served as the principal adviser to the U.S. Ambassador on these issues. He worked with Japanese authorities responsible for foreign development assistance to explore avenues for cooperation between the U.S. and Japan. During his time in Japan, he was able to leverage $1.5 billion from Japan for USG priorities in the Middle East, Somalia and Global Health. He also supported civil military and private public partnerships that enhanced US Japan relationships. While serving in Tokyo in 2013, he was called on to support the U.S. Special Envoy to Somalia based in Nairobi to develop an engagement strategy for the new government. Later that year he was asked to serve as acting Mission Director in Mali where he co­-authored a post­coup and CVE strategy for the Mission in coordination with the embassy in Bamako. He is a recipient of the Superior Honor Award.

Jay served as first the Office Director of the Office of Transition and Conflict Mitigation (OTCM) for the newly independent Republic of South Sudan at USAID/South Sudan from 2011-12.  As OTCM Director, he provided strategic and technical leadership to USAID's $40 Million+/year transition and conflict mitigation program, comprising several high-profile activities. Jay was a member of the Mission's Senior Management Team and advised the U.S. Ambassador on conflict and stability issues. He regularly engaged with high levels of the Government of South Sudan (up to the level of minister), the UN, donors and US Congress.

In Afghanistan he served as a senior member of an interagency counter-insurgency team.  He was instrumental in developing a major District Delivery Program in Afghanistan, which was an Afghan led and USG supported governance program.  Preceding Afghanistan, he was the first Senior Development Advisor to the US Commander, Combined Joint Task Force Horn of Africa, Djibouti. He enhanced cooperation and coordination among US regional and bilateral missions, and the development and humanitarian communities and CJTF HOA on development and humanitarian activities. For his service at CJTF-­HOA, he was awarded the Joint Services Commendation Medal, one of the first civilians at the task force to be given this award.  At USAID's Regional Mission in Nairobi, he worked on regional issues related to conflict sensitive development, mitigating extremism, regularizing trade in minerals that fuel conflicts (such as conflict diamonds) in the Horn of Africa and the Great Lakes region of Central Africa. He was instrumental in setting up the interagency East Africa Counterterrorism Initiative.  Prior to Nairobi, he was a conflict advisor/specialist in the Conflict Management and Mitigation Office in USAID's Bureau for Democracy, Conflict and Humanitarian Assistance where he focused on conflicts related to natural resources. In his positions at USAID, Jay spearheaded a number of inter­agency strategies related to conflict, natural resources and combating terrorism in coordination with Departments of Defense and State.

Jay has a broad international affairs and development experience, which includes the World Bank, IFC, US Institute for Peace, Carnegie Endowment for International Peace (Nuclear Nonproliferation Project). He has a doctorate from the University of Washington, Seattle and a Master’s in Business Administration and a second Master’s in international diplomacy.

Chris Ioannou

Christodoulos Ioannou is a Senior Advisor in the Research Institute for European and American Studies (RIEAS) and a seasoned Intelligence Analyst, specializing in Counter-Intelligence, Hybrid Threats and Cognitive Security.

Christodoulos has worked for a number of years as an Analyst with the Presidency of the Republic of Cyprus where he engaged in strategic and operational analysis across a wide array of national security topics before transitioning to the Private sector. His work in the private sector included producing actionable intelligence on ongoing conflicts with high level recipients, as well as working for firms dealing in Geopolitical and business intelligence, before establishing his own private intelligence firm.

He holds a BscEcon (Hons) in International Politics and Intelligence studies from the University of Wales, Aberystwyth and a MA in Intelligence and Security Studies from the University of Salford, where he wrote his thesis on the prospects of a centralized EU intelligence agency. He is currently a PhD candidate in Police Studies at the University of South Wales, UK with his research focusing on Counter-Intelligence and Hybrid Threats. Additionally, Christodoulos holds numerous Analytical and Operational training.

Christodoulos has collaborated with RIEAS in the past, and contributed articles to the Journal of Mediterranean and Balkan Intelligence. He is also a Senior Fellow on Hybrid Threats, Counter-intelligence and Cognitive Security with the Ukraine Foundation.

Katopodis PhotoStathis Katopodis is a Senior Analyst at the Research Institute for European and American Studies (RIEAS) and a doctoral candidate at Geneva Business School, pursuing a Doctorate of Business Administration with a focus on strategic intelligence and decentralized finance.

He holds a Master of Business Administration from Webster University and a Master of Arts in International Relations from the University of Indianapolis, where he completed a thesis on economic hegemony and transatlantic relations. He earned a Bachelor of Arts in Economics from the University of Miami, majoring in economics and minoring in political science, and attended a summer program at Harvard University in financial management of nonprofit organizations.

Stathis Katopodis specializes in national security studies, with a focus on blockchain applications in counter-terrorism. He has developed research frameworks in international affairs, strategic intelligence, transatlantic cooperation, and trade liberalization. Applying the intelligence cycle, he has analyzed unconventional and hybrid threats in the European Union, producing publications including “Transatlantic Terrorism and Jihad in Europe” and “Competitive Intelligence on Governmental Level: The Case of Greece.”

His professional experience includes regulatory compliance and community engagement in the decentralized finance space. He has served in advisory roles within the Greek government, authoring policy reports aligned with the requirements of the European Union and the International Monetary Fund. He has also conducted market research for foreign governments in the fields of information and communications technology (ICT) and EU trade legislation.

Dr. Stella Gerani is a Senior Analyst in the Research Institute for European and American Studies (RIEAS) and a Postdoctoral Fellow at the Leonard Davis Institute for International Relations, Hebrew University of Jerusalem. Her research examines Turkey’s strategic expansion into Africa through hybrid engagement strategies that blur the boundaries between soft and hard power. Her current work focuses on the security implications for the MENA region, with particular attention to Turkey’s interests in Syria and the Red Sea.

Dr. Gerani teaches Energy Politics and Security in the postgraduate program MSc in Energy Law, Business, Regulation, and Policy at the International Hellenic University. She has also taught International RelationsTurkish Politics, and War Theory at both undergraduate and postgraduate levels at the University of Macedonia.

She holds a PhD in International and European Studies (2019) from the University of Macedonia and a BA in Classics from Aristotle University of Thessaloniki. Her academic experience spans Greece and Israel. During her doctoral studies, she was a member of the research teams at the Thucydides Chair and The Hellenic National Defense General Staff Chair in Strategic Studies (2016–2018), where her work explored the strategic dynamics among Greece, Cyprus, and Israel in the areas of defense, energy, and security.

In 2016, she received a Research Scholarship from the Ministry of Foreign Affairs of the State of Israel to conduct research at the Begin-Sadat Center for Strategic Studies, Bar-Ilan University (Tel Aviv). Her research has been published in academic journals and presented at international and European conferences.

Achraf PhotoAchraf Bouzemouri is a Research Analyst at the Research Institute for European and American Studies (RIEAS). Born in Rabat, Morocco, he is currently pursuing a PhD in International Relations and Human Rights at the University of Évora in Portugal. He holds a Master of Arts in International Relations and a Graduate Certificate in International and Regional Security from Webster University, where he also completed his undergraduate studies. His academic background is anchored in regional security studies, migration policy, and international law, with a particular focus on North Africa, the Sahel, and the Euro-Mediterranean space.

His research has been published by RIEAS, including the policy paper “Illegal Smuggling and International Organized Crime from Africa to Europe: The Moroccan Perspective” (Research Paper No. 189, June–July 2024), as well as editorials analyzing Morocco’s regional posture in the Sahel and Libya’s internal security dynamics. Drawing on multilingual sources and cross-regional insight, his work explores how criminal networks, irregular migration routes, and proxy actors shape European security policy and Mediterranean geopolitics. In parallel with his research activities.

Achraf’s ongoing research examines the militarization of migration corridors, the entanglement of organized crime with governance structures, and the intersection of human rights with border security enforcement. He brings a multilingual, transregional lens to his work — fluent in English and French, conversational in Moroccan Arabic, and proficient in Portuguese and Spanish. His goal is to contribute to a more policy-relevant and ethically grounded understanding of Euro-African security challenges.

Anargyros Sideris is a Senior Advisor in the Research Institute for European and American Studies (RIEAS) based in Athens, Greece. He currently serves as the Head of the Business & Management Undergraduate and Postgraduate Departments at City Unity College, Greece. In this capacity, he oversees academic collaborations with prestigious international institutions such as London Metropolitan University and Cardiff Metropolitan University. He is a respected Professor specialising in Marketing, Leadership, Business Development, Business Diplomacy and Management, with a focus on Human Resource Management, Strategic Global Marketing, Innovation, and Entrepreneurship. His academic approach is distinguished by his commitment to bridging theoretical frameworks with practical, real-world applications.

Holding a Ph.D. from the University of Bolton, Dr. Sideris's doctoral research explored the "Defining Personality Traits as Determinants of Transformational & Ambidextrous Leadership." His academic foundation also includes an Executive MBA from the University of Bolton, an MSc in Global Shipping Management from Greenwich University, and a bachelor's degree in Accounting & Finance from the Technological Institute of Epirus, Greece. This comprehensive educational background has equipped him with a diverse skill set spanning business, finance, and specialised management.

In the professional realm, Dr. Sideris has established a notable presence as the founder of the Mentor Startup Project Development Agency, where he provides business development services and has become a leading figure across various sectors in Greece. He also holds a key leadership role as the Chief Product Officer at a business valuation company, where he strategically spearheads the development of innovative products. His extensive experience includes successfully managing and optimising business development and marketing processes across a wide range of industries, including shipping, law, healthcare, and e-commerce.

Beyond his primary roles, Dr. Sideris is an active and engaged member of the academic and professional communities. He is a valued member of the Applied Philosophy Research Laboratory at the National and Kapodistrian University of Athens. He serves on the Board of Directors for the General Hospital of Athens “Hippocrates.” Furthermore, he contributes his expertise as a board member for the Giuseppe Sciacca International Awards of the Vatican, demonstrating his commitment to cultural and civic engagement.

He is currently pursuing a Bachelor of Science in National Security Studies at Austin Peay State University, Tennessee, (USA), combining academic study with practical intelligence experience.

His research focuses on the Belt and Road Initiative (BRI) and Chinese influence in the Balkans, analyzing geopolitical risks and the effects of economic diplomacy on regional security.

With a background in OSINT and HUMINT, Joshua aspires to build a career in intelligence analysis and operational intelligence, using his skills to inform policy and solve complex security challenges. .

Stelios Fenekos is Senior Advisor in the Research Institute for European and American Studies (RIEAS). He is a retired Rear Admiral of the Hellenic Navy. He concluded his career as a member of the Supreme Naval Council, having served extensively in operational, command, and staff positions both in Greece and within NATO. He is currently the President of the Alexandros Papanastasiou Institute of Political and Social Sciences (IN.A.P.) and Chairman of the Scientific Board of the international forum G3 Foresight Forum.

His academic background includes studies in:

  • Greece: Hellenic Naval Academy; Naval War College (Strategic Studies); and an MSc in International Politics, Strategy, and European Studies from Panteion University.
  • United States: Foreign and National Policy, Decision Making, Strategy, and Defense Planning at the U.S. Naval War College (Rhode Island).

Evangelia jpgEvangelia Akritidou is a Senior Research Analyst at the Research Institute for European and American Studies (RIEAS). She is a Middle East Specialist and Counter-Terrorism expert with an emphasis on Israel and its relations with Greece, Cyprus, and the Eastern Mediterranean region.

Born in Athens, Greece, Evangelia holds an M.A. in Security & Diplomacy from Tel Aviv University, where she specialized in strategic doctrines, intelligence, war studies and the Arab-Israeli Conflict. During her studies, she served as a Research Intern at the Institute for National Security Studies (INSS) in Tel Aviv, collaborating with leading Israeli security experts on geopolitical dynamics, regional alliances, and energy security.  Evangelia also holds a B.Sc. in Tourism Management from the University of West Attica.

Evangelia’s professional background includes working in luxury five-star hotels in Greece and Italy, where she developed her organizational and interpersonal skills in high-pressure environments.

Evangelia is committed to advancing dialogue and understanding in a region defined by both its challenges and opportunities. Her work seeks to bridge the gap between scholarly research and actionable policy, contributing meaningfully to the future of Mediterranean stability.

She is fluent in Greek and English, with working proficiency in Hebrew, French and Italian.

Eleni Kapsokoli is a Senior Analyst in the Research Institute for European and American Studies (RIEAS). She is a post-doctoral candidate at the Department of International and European Studies, University of Piraeus, with the topic “The Securitization of Digital Electoral Processes, the case of the European Union”. In 2022, she completed her PhD on Islamic cyberterrorism at the same department. She holds a bachelor’s degree in Political Science and Public Administration from the National and Kapodistrian University of Athens, and a master’s degree in International Relations and Strategic Studies from the Panteion University of Social and Political Sciences. Her main research interests include international relations, international security, strategy, terrorism, cyberterrorism, cybersecurity, disinformation, strategic communication, digital authoritarianism, artificial intelligence, American and European politics, and digital democracy. She has published extensively and participated in numerous conferences and research projects related to these fields.

Dr. Kapsokoli is also a PhD alumna of the European Doctoral School on Common Security and Defence Policy. She actively participates in research initiatives at the Laboratory of Intelligence and Cyber-security at the Department of International and European Studies of the University of Piraeus, the Foreign Affairs Institute (FAINST), the Institute for National and International Security of Serbia (INIS) and the Institute of Studies for Politics and Democracy (ISPD) of Cyprus.

In addition to her research activities, Dr. Kapsokoli has substantial teaching experience. She was an appointed lecturer at the Department of International, European and Regional Studies, Panteion University, teaching political science, international relations and strategy. She is also a lecturer at the School of National Security of the Hellenic Police Academy, delivering courses on cyberterrorism and cybersecurity.

Additionally, Dr. Kapsokoli serves as a lecturer at the Department of History, International Relations & Political Science at Webster University’s Athens Campus. She teaches in the English-speaking undergraduate program ‘International Relations’, with courses covering American politics, human rights, political science and argumentation and debate. Furthermore, she is an accredited lecturer at Mediterranean College in Athens and the University of Derby in the UK, where she participates in the English-speaking MSc Cybersecurity program, teaching human and legal aspects of cybersecurity.

Mr. Maridakis focuses on International Cultural Diplomacy in collaboration with sixty-three embassies, the Greek Government, Prefecture of Attica region, and International Organizations.

In 2024, Mr. Kyriakos Maridakis received RIEAS Certificate in "Cultural Diplomacy and International Relations" and he is also a Certified Accountant – tax Advisor in Greece member of the Hellenic Economic Champers of commerce, Financial Officer of Merchant Navy with 25 years of international experience in Greek and Foreign companies trained in the United States (Administration, Public Relations, Marine management and Personnel Management). He was awarded a Diploma of Virtue from the Foundation of the Hellenic World, where he is a member of and received knighthood of the International Diplomatic Club – “Association Caritative des Diplomates et Consuls (Ordre de Saint-Gabriel). He is also the Founding President of the Hellenic - Israeli Union, Founding National President, Good will Ambassador for the Internationador Club.
