Beyond the High Representative
Thirty years after the Dayton Peace Agreement ended the Bosnian war, Europe and the United States remain divided over one fundamental question: can Bosnia and Herzegovina ever become a fully autonomous political-security system?
At first glance, the current disagreement appears to concern the future of the Office of the High Representative (OHR), its mandate, or even the appointment of a particular individual. Such an interpretation, however, captures only the visible dimension of a much deeper problem.
